Paraguay Sets Stage for Modernised Gambling Market

The state offered the following legislative reforms:

1. Increased oversight. Conajzar, Paraguay's gaming regulator, will move under the National Tax Revenue Directorate (DNIT) for stronger, centralised control.
2. Elimination of the need for tenders. Monopolies dominate the country, with exclusive franchises controlling sports betting and lotteries. Reforms could eliminate the need for exclusive tenders, opening the niche to private operators.
3. Adaptation for digital growth. New guidelines will address the boosting demand for iGaming, making it easier to offer online gambling options.

The amendments can bring such benefits as:

1. Increased competition. Removing tender requirements allows more operators to enter, boosting player choice.
2. Greater investment. An open market is expected to attract both local and international sponsorship.
3. Better security. Centralised regulation will strengthen player protection.
