Uzbekistan Sets Framework for Digital Entertainment Activities

Uzbekistan’s Board of Ministers has introduced thorough instructions for managing internet games, sweepstakes, and related services. The new guidelines follow a presidential decree issued earlier this year and will allow authorised operations to begin from January 1st, 2025. A resolution passed on December 6th provides a framework for certification and oversight of such services.

Licensing Process and Fees

Organisers must secure approval from the National Agency for Prospective Projects (NAPP).

Key certification points are the following:

• licences will remain active for 5 years;
• the permit’s charge is 18.75 million soums (about $1,500);
• changes to existing licences will cost 9.375 million soums (approximately $730).

Service providers must use local web domains. Additionally, all applications and random number programs must receive certification from authorised testing institutions.

The state has implemented specific budget standards for operators to ensure accountability. Digital games and wagering companies must have the lowest statutory capital of 56.25 billion sums ($4.4 million) and a contingency fund of 28.125 billion sums ($2.2 million). The relevant figures for lottery organisers are 20.625 billion sums ($1.6 million) and 15 billion sums ($1.2 million), respectively.

Draw operators must allocate at least 50% of earnings for regular jackpots and 75% for eLottery winnings.

Participation Conditions

The framework sets clear rules for player membership:

1. Platforms must be licensed, and all users must undergo identity checks.
2. A Unified State Register will oversee punters, enforce restraints, and collect records.
3. Participants must be at least 18 years old.
4. Certain groups may be restricted based on age, health, or earnings status.

The administration will maintain a record of punters prohibited from participating, including situations with addiction concerns and restrictions.

To ensure responsible operations, the state has forbidden:

• physical establishments such as casinos or halls with gaming machines, except for lottery ticket sales points;
• wagers on local events or youth disciplines, except for global contests;
• transactions completed via payment accounts held by minors.

Regulation and Enforcement

The NAPP will oversee all operations, ensuring adherence to national rules.

The agency’s responsibilities include:

• controlling both domestic and foreign entities providing services within the country;
• preventing persons with prior financial fraud from occupying management roles in existing projects;
• issuing fines for violations, with 50% of these penalties directed to the agency.

By January 1st, 2025, the NAPP is tasked with:

• establishing procedures for certification and controlling operations;
• ensuring compliance systems are in place to manage business;
• collaborating with the Ministry of Interior, Tax Committee, and National Bank to address unauthorised transactions.
